L2021-E2 Breaking off of the cargo hatches of a seaplane’s floats in Joensuu on 2 March 2021

The preliminary investigation of the accident that occurred at Joensuu Airport on 2 March 2020 has been completed. The accident occurred when both cargo hatches of a seaplane’s floats broke off during takeoff and one of the hatches struck the leading edge of the aircraft's horizontal stabilizer thereby damaging it. The captain noticed that the aircraft's manoeuvrability was impaired and returned to the airport. The accident did not result in personal injuries.

The preliminary investigation revealed that the cargo hatches were closed but not locked. The aircraft had been taken to a maintenance facility for possible maintenance and repair in the fall of 2020. The cargo hatches had been opened to assess the need for maintenance and repair, but it was ultimately agreed that the maintenance shall not be performed in Joensuu. The hatches were then closed but not locked. It is difficult to notice with a naked eye whether the hatches are locked or not.

Based on the preliminary investigation, Safety Investigation Authority Finland has decided that there is no need for a full investigation.
