L2018-02 Serious hazards at the Helsinki-Vantaa airport on 23 January and 24 January 2018

The Safety Investigation Authority of Finland has decided to initiate an investigation, under Section 2 of the Safety Investigation Act (525/2011), into incidents that occurred at the Helsinki-Vantaa Airport on 23 January 2018 and 24 January 2018.

The first incident occurred on 23 January 2018. Air traffic control cleared a Nordic Regional Airlines ATR-72 commercial jet for take off at the same time as three vehicles had permission to clear snow from the same runway and its surroundings.

The second incident occurred on 24 January 2018. Air traffic control had cleared a CL-60 business jet operated by Jetflite Oy to taxi, after which it taxied onto runway 15, against the given clearance. Air traffic control instructed an Embraer ERJ-190 commercial jet, operated by Nordic Regional Airlines and which was approaching the runway, to pull up.

Safety Investigator Hannu Hänninen has been appointed as the head of the investigation team. The other members are Jukka Seppänen, Licentiate in Philosophy; Heikki Kasurinen, airline pilot (retired); and Juha Paju, air traffic controller (retired). Chief Safety Investigator Ismo Aaltonen will serve as the Investigator-in-Charge.
